Rector's Speach to Members of the Academic Community

Ladies and Gentlemen, Members of the Academic Community of the Silesian University of Technology! The Easter time ahead used to be our time for joy, family gatherings, and our time to relax.
 
This year, our Easter holidays will be unusual due to the state of the epidemic and the rapidly growing number of people infected with the coronavirus.
 
Unfortunately, the Silesian Voivodeship takes the second place in the country in terms of the number of infections and the first place in the number of deaths caused by them.
We do realise that the disease has not reached its climax yet.
The Council of Ministers and sanitary services recommend us to avoid meetings and to stay at homes. We are facing very difficult decisions at the moment, but we should take them in a  mature and conscious way.
 
Let’s neither pose a threat to our health and lives nor to the health and lives of our close ones and other people. The time for family celebrations is yet to come.
 
Let's avoid unnecessary travels! Our students, who have already left or intend to leave, please remain in places, where you spend your Easter until further notice!
 
Dear Students!
Your personal belongings left in the dormitories will be safely stored where you left them.
There is no need for you to return to dormitories because distance learning at the Silesian University of Technology will definitely take place at least until the end of May, and there are many indications that it will take place even until the end of the semester.
 
Remember that even the most valuable item left in the dormitory is not worth your health, your friends’ health or the health of other people you may meet also during your travelling.
 
Let's not contribute to the increase in the number of infected people. Let's not help the epidemic!
Let us all remember that due to our reckless behaviour we can harm ourselves and others and cause irreversible consequences. Let us show our maturity and responsibility!
 
Ladies and Gentlemen!
Let this year's Easter holidays, spent perhaps away from your loved ones, be peaceful and healthy for you, but most importantly, let them be safe.

Statement by the Rector of the Silesian University of Technology

Ladies and Gentlemen, Members of Community of the Silesian University of Technology!
 
On 23 March, the Ministry of Science and Higher Education issued the Regulation on the extension of restriction in the functioning of universities in Poland until 10 April 2020. On 24 March, the Ministry of Health tightened up the provisions of the Regulation regarding the announcement of the state of epidemic in the country.
 
The situation is very serious and requires us to act reasonably and to observe all required security measures. Let's follow the regulations introduced during the epidemic and reduce direct contacts to the absolute minimum! Let's mainly use the electronic devices to communicate!
 
Dear Academic Teachers and Students!
Due to the state of the COVID-19 epidemic, the Minister of Science and Higher Education has temporarily suspended all lectures, classes and consultations for students, doctoral students and post-graduate students, as well as other contact forms of education. Currently, classes at the Silesian University of Technology are conducted remotely, mainly by means of the Distance Learning Platform. I would like to thank all of you for understanding the gravity of the situation and for  your immediate commencement of the non-contact didactic process.
 
As an academic teacher, I realise that this emergency situation is difficult for all of us. It is now necessary to master new IT tools, reorganize and adjust quickly to this change.
You have registered nearly 4,000 subjects on our Distance Learning Platform since 16 March! According to the statistics, it can be confirmed  that our students actively use the educational opportunities and materials which you prepare for them.

According to the Resolution No 65/2020, the obligation to work remotely at the Silesian University of Technology is extended till 30 April. This restriction does not apply in the situation when an employee's presence is required to ensure the continuous operation of the University.
 
I would like to extend my gratitude to the administration and maintenance staff - thanks to your commitment, organisational and financial processes remain uninterrupted and the University facilities are kept functional and have the best possible security conditions.
 
As a research university, we have a special duty to actively join the search for scientific and effective solutions to stop the coronavirus pandemic (SARS-CoV-2).In order to effectively support your commitment in this area, under the Regulation, I hereby announce a pro-quality contest for funding the research on combating COVID-19.
 
The contest is addressed to the employees of the Silesian University of Technology who will create research teams. The team may also include doctoral students and other students of the Silesian University of Technology. The grant is awarded up to the amount of PLN 150,000. I hope that this solution will facilitate the implementation of the already started research and will allow you to search for effective solutions in the fight against the threat that so seriously affects all of us.

Dear Students, Dear PhD Students,

Due to the measures taken to prevent the spread of the SARS-CoV-2 virus among the academic community of the Silesian University of Technology and subsequent cases of COVID-19 in Poland, we would like to inform you that direct contacts between University employees and employees' contacts with students and PhD students are being limited to the necessary minimum.

The basic form of contact is e-mail correspondence and telephone contact. Filing or receiving documents in person will only be possible in justified and urgent cases - after prior arrangements by phone or by e-mail. The place and time of submitting or receiving documents will be indicated by the staff of the Student Service Office. All cases will be considered individually.

Currently, legislative activities are underway to eliminate the need to confirm the validity of student IDs. The Ministry of Science and Higher Education predicts extending their validity until May 31 by law by swift amendment of the regulations. A similar solution will apply to doctoral IDs.

Because of the current epidemiological situation, for the sake of shared health security, please follow the instructions and guidelines of the employees of the Silesian University of Technology.

At the same time, we advise you to follow the recommendations of the State Sanitary Inspection and follow the guidelines of the sanitary services in the field of quarantine and hygiene rules.

In reference to the decision of the Ministry of Science and Higher Education as to suspend didactic activities at universities for a period of 14 days, i.e. from 12 to 25 March (inclusive), we would like to inform you that all lectures and classes at the Silesian University of Technology are suspended at the time indicated.

Announcement concerning the suspension of international departures/arrivals

Please be informed that pursuant to Resolution No 25/2020 of the Rector of the Silesian University of Technology of 4 March 2020, international business trips of students, doctoral students and employees of the Silesian University of Technology as well as arrivals of students, doctoral students and employees coming from abroad are being suspended until further notice.

ATTENTION! The suspension of departures and arrivals refers to countries under epidemiological threat.

In the case of internship related trips over one month, all cases will be considered individually, at the request of a concerned individual, depending on the intended place of stay.
Employees, students and doctoral students of the Silesian University of Technology returning from international trips from countries affected by epidemiological threats (current information is available on Chief Sanitary Inspectorate at gis.gov.pl) should monitor their health for two consecutive weeks and perform work or study from home.

Absence from classes or work resulting from the above will be excused.
We kindly ask you to carefully follow the messages on the website of the Silesian University of Technology, where any new and important organizational information will be published.

General recommendations for protection against coronavirus COVID-19:

The virus is transmitted via respiratory droplets. Currently, there is no vaccine for the novel coronavirus.

RECOMMENDATIONS

  • Wash your hands frequently with soap and water, and if that is not possible, use alcohol-based hand rub/sanitisers (at least 60% alcohol). Washing your hands using the above methods kills viruses that may be on your hands.
  • When coughing and sneezing cover your mouth and nose with the bend of your elbow or a tissue and dispose of the tissue immediately into a closed bin and wash your hands as described above. Covering your mouth and nose while coughing and sneezing prevents germs and viruses from spreading. If you sneeze or cough into your hands, you might infect objects or people you touch.
  • Keep safe distance - at least a one-metre distance between yourself and other people, especially those who are coughing, sneezing and have a fever.
  • Avoid touching your eyes, nose and mouth - hands come to contact with many surfaces that may be contaminated with the virus. If you touch your eyes, nose or mouth with contaminated hands, you can transfer the virus from the surface to yourself.
  • Face masks are not recommended for healthy individuals to prevent the spread of COVID-19 Wearing a mask that covers your mouth and nose may help reduce the spread of some respiratory diseases. However, using a mask alone is not guaranteed to stop infections and should be combined with using other preventive measures, including hand hygiene, protective rules for coughing and sneezing (see above) and avoiding close contact with other people (at least 1 metre distance). The World Health Organization recommends a reasonable use of masks. Use a mask only if you have respiratory symptoms (coughing or sneezing), have suspected COVID-19 infection with mild symptoms or are caring for someone with suspected COVID-19 infection. Respiratory protection equipment should be CE-marked, certifying that it was properly designed, constructed and made from the right materials. Individuals with infection symptoms should wear face masks covering their mouths and noses!!!

ATTENTION!!! In case you have mild symptoms from the respiratory system (similar to standard flue) and you have not travelled to the territories where confirmed cases of coronavirus COVID-19 occur or you haven’t been in contact with individuals suspected with an infection, you should remember to use basic protective measures while coughing, sneezing or hand hygiene. If it is possible, it is recommended to stay at home until full recovery. IT IS NOT RECOMMENDED to attend large public gatherings or to make an unnecessary appointment with a doctor (“just in case”). This may result in an unnecessary infection exposure. Please, do not panic, stay calm and reasonable!!!

It is not possible to confirm COVID-19 infection in a local Primary Healthcare Unit.

International departures / arrivals suspended until further notice

Pursuant to Article 23 paragraph 1 of the Act of 20 July 2018 Law on Higher Education and in connection with the announcements of the General Sanitary Inspector, as well as in accordance with the recommendations of the World Health Organization, the Silesian University of Technology is cancelling until further notice all international trips and arrivals of students, doctoral students and employees of the University.

Employees, students and doctoral students of the Silesian University of Technology returning from trips abroad from countries with epidemiological risk (current information is available on the GIS website) should check their health for two consecutive weeks and perform work or study at home. Absence from classes or work, resulting from the above will be excused. These actions are dictated by the risk of spreading a coronavirus.

All necessary information in this respect will be published on an ongoing basis on the website of the Silesian University of Technology.

General tips for protecting yourself against COVID-19 Coronavirus. The virus is spread by droplets. There is currently no vaccine against the new Coronaviurs.:

RECOMMENDATIONS

  • Wash your hands often using soap and water, and if you do not have access to soap and water, use alcohol-based liquids (min.60%). Washing hands with the above mentioned methods kills a virus if it is on your hands.
  • Apply appropriate protection rules during coughing or sneezing: cover your mouth and nose with a bent elbow or handkerchief – then immediately throw the used handkerchief into a closed basket and wash your hands – as describe above. Covering your mouth and nose when coughing or sneezing prevents the spread of germs and viruses. Sneezing and coughing in your hands can contaminate objects or people you touch.
  • Keep safe distance - at least 1 meter distance between you and other people, especially those who cough, sneeze and have fever.
  • Avoid touching your eyes, nose and mouth - your hands touch many surfaces that may be contaminated with the virus. Touching eyes, nose or mouth with contaminated hands can spread the virus from the surface to body.
  • It is not recommended to wear face masks by healthy people to prevent the spread of the virus - wearing a mask covering the mouth and nose can help to reduce the spread of certain respiratory diseases. However, using the mask alone does not guarantee stopping the infection and should be combined with the use of other preventive measures, including hand hygiene and preventive rules when coughing or sneezing (see above) and avoid close contact with other people (at least 1 meter distance). The World Health Organization advises a rational use of face masks. You should use face masks only if there are respiratory symptoms (coughing or sneezing) and you suspect COVID-19 coronavirus infection with mild symptoms, or if you are taking care of a person suspected of having COVID-19 coronavirus infection.
    Respiratory protection equipment should be CE marked, which confirms that it has been properly designed, constructed and made of the right materials. People with signs of infection should wear face masks covering mouth and nose!!!

ATTENTION!!! In case of mild respiratory symptoms (similar to traditional flue) and lack of travelling to COVID-19 coronavirus areas, or lack of contact with people suspected of being infected, remember to apply the basic principles of protection when coughing, sneezing and hands hygiene, and it is recommended- if possible- to stay at home until you recover.
IT IS NOT RECOMMENDED to stay in large, crowded places or to enrol to a doctor unnecessarily („just in case”) – this may result in unnecessary threat of infection.Please do not panic, keep calm and follow your common sense!!!
